Hello Street Cat (哈啰街猫) is a program developed by Guangxi Hachong Network Technology Co., Ltd. (广西哈宠网络科技有限公司), launched on April 13, 2023. The initiative aims to foster a harmonious coexistence between humans and stray cats through technology. Its primary focus is monitoring stray cats under the Trap, Neuter, Return (TNR) program and encouraging adoption over purchasing pets.
The program operates through two official apps, Jiemao and Purrrr. Both platforms enable users to feed stray cats, with Jiemao serving as the main app, offering additional features like donating to the TNR program and applying for Feeder roles.

Stray Cat Population in Shanghai:
Shanghai is home to an estimated 400,000 stray cats, a number that grows daily. A single cat population can produce up to 420,000 kittens in seven years if left uncontrolled. Hello Street Cat addresses this issue through TNR programs and adoption campaigns. -

The program has collaborated with over 548 animal hospitals to secure discounted rates for TNR surgeries. -
Distribution of Feeders:
As of February 2024, the program has distributed 21,000 feeders across 14 major cities in China. In Shanghai alone:- January 23, 2024: 5,600 unique communities had cat feeders.

Controversy
The initiative has faced criticism regarding its approach to feeding stray cats. Opponents argue that feeding may unintentionally accelerate the overpopulation problem, as cats no longer need to scavenge for food, potentially increasing breeding rates. Others fear that cat feeders may encourage stray cats to gather and remain in certain areas, causing disturbances.
However, over time, many residents' concerns eased. After about six months of the program's implementation, noticeable improvements in population control were observed in some communities due to the widespread sterilization efforts.
